A Korea Emergency Help Card for When Words Fail

Save this practical card before your trip so you can show your location, what happened, and the help you need. It also explains when to call 112, 119, or the 1330 Korea Travel Helpline.

When words fail in Korea, the order is simple: give your location, name the danger, then say what help is needed. Call 112 for an immediate police response and 119 for fire, rescue or an urgent medical response. 1330 handles travel information, tourist interpretation and complaints; 02-120 handles Seoul city and daily-life questions. Neither non-emergency line should delay 112 or 119.

A help card supports that first exchange. It is not an emergency app, an interpreter, a medical record or permission to diagnose or treat you.

Make two cards, not one public file

A lock-screen card can be seen by anyone who picks up your phone. Keep this public layer short:

HELP NEEDED: police / ambulance / fire / interpreter
CURRENT LOCATION: Korean address, building or station exit, entrance, floor and room
WHAT HAPPENED: one factual sentence and time
EMERGENCY CONTACT: first name or relationship and international phone number
UPDATED: YYYY-MM-DD

Keep a second, private card in a locked note or printed inside your wallet:

Severe allergy: exact allergen; write “none known” only if that is true
Relevant condition: only a condition responders need now
Current essential medicine: generic or active-ingredient name, strength and usual dose exactly as your clinician or label states
Hotel: Korean name, address and phone
Insurer assistance: company and emergency-assistance number

Do not place a passport or resident-registration number, bank-card number, password, one-time code, full insurance policy number or complete medical history on the lock screen. A brief private list does not replace prescriptions, a clinician-reviewed emergency plan, a medical-alert device or records requested by a hospital.

Save both versions offline, print one paper copy and keep it away from the phone. Check the date whenever the hotel, medicine, allergy, condition or contact changes. A dead battery, no signal or a lost device should not remove your only route to help.

Korean lines that ask, rather than diagnose

Fill the blanks before travel. Use exact Korean addresses and medication or allergen names; do not improvise a diagnosis or treatment instruction.

  • 현재 위치는 ___입니다. — My current location is ___.
  • 위험한 상황입니다. 경찰이 필요해요. 112에 전화해 주세요. — This is dangerous. I need the police. Please call 112.
  • 불이 났어요. 119에 전화해 주세요. — There is a fire. Please call 119.
  • 응급환자가 있습니다. 119에 전화해 주세요. — There is a medical emergency. Please call 119.
  • 한국어를 잘 못해요. 통역이 필요해요. — I do not speak Korean well. I need an interpreter.
  • ___에 심한 알레르기가 있어요. — I have a severe allergy to ___.
  • 복용 중인 약은 ___입니다. — The medicine I take is ___.
  • 제가 앓고 있는 질환은 ___입니다. — My relevant medical condition is ___.
  • 제 긴급 연락처는 ___입니다. — My emergency contact is ___.

If you cannot verify a Korean medical term, keep the exact original-language name and active ingredient too. The card reports information you supplied; responders and clinicians make the medical decisions.

Choose the number by the problem

112 is for police and immediate threats to safety. Korea’s police guidance says a person who cannot speak can send a text report. Give the location, what is happening and identifying details. The Seoul Jung-gu foreign-resident safety guide also says interpretation is available on 112 calls.

119 is for fire, rescue and urgent medical help. Put the address or landmark first, then the emergency and number of people affected. The same Seoul guide describes interpretation on 119 calls, while the National Fire Agency’s public EMS page explains the role of the 119 emergency medical service. Interpretation may help communication, but connection time and language availability are not guaranteed.

1330 is travel help, not emergency dispatch. The Korea Tourism Organization describes telephone and real-time chat for travel information, tourist interpretation and complaints. Dial 1330 inside Korea or +82-2-1330 from overseas. Service channels and supported languages can change.

02-120 is Seoul’s Dasan Call Center for city administration and daily-life information. It can be useful for a non-urgent Seoul transport, city-service or complaint question. Foreign-language hours and languages can change. It is not the police, fire service or ambulance.

A booking problem, confusing transport instruction or tourist complaint may fit 1330. A Seoul municipal question may fit 02-120. A crime in progress, serious injury, fire or immediate danger goes to 112 or 119 first.

Location is the first sentence

Under stress, people often begin with the story. Reverse that order: location → danger → help needed. A Korean street address is useful, but add the entrance, nearby sign, subway exit, platform, floor or room. A map pin or hotel name alone can point to the wrong side of a large site.

The police card below uses the same three-part logic for a text report: location, situation and description. Copy that order even if you expect to call.

If you move after calling, tell the operator. Do not leave a dangerous location merely to match the address on your saved card; state the new location as soon as you safely can.

Apps and people are backups, not prerequisites

Korea’s Ministry of the Interior and Safety presents the Emergency Ready App with emergency alerts, civil-defense shelters, emergency medical centers, fire and police stations, embassy information, safety guidance and a 119 call button. Official screens show a language selector. App version, language coverage, alerts, location permission, data and battery can affect what works.

In immediate danger, call 112 or 119 instead of navigating an app or waiting for hotel staff. A nearby person can read the card and place the call, but do not hand an unlocked phone containing unrelated personal data to a stranger unless necessary.

After urgent help is moving, contact the hotel, trusted person and insurer as appropriate. Insurance coverage and document requirements depend on the policy. Keep receipts and records requested by the insurer, but do not delay emergency care to obtain approval.

The final pre-trip check takes minutes: complete the blanks, verify the Korean address, print a copy, save it offline, charge the phone and write an update date. The card’s job is narrow—make the first request understandable while official responders take over.
