Can You Use a Passport Photo to Buy Alcohol in Korea?

A photo of your passport data page is not reliable ID for buying alcohol in Korea. A cashier or server may refuse a gallery image, scan, screenshot, or photocopy; for a short-term adult visitor, the original unexpired passport is the safest document to carry.

Why a passport photo can be refused

A phone image reproduces printed details, but staff cannot inspect the document's physical security features or confirm that the file is current and unaltered. An official mobile ID works differently: it is issued through a government system and provides a live verification flow.

Gimhae City's 2024 seller guidance drew this distinction clearly. It told alcohol sellers to check a valid public ID, such as a passport, driver's license, or resident registration card, and not a photo stored on a phone. That city notice is useful evidence of counter practice; it is not a nationwide list guaranteeing that every named document will be accepted in every shop.

The national rule gives sellers a reason to be cautious. Korea's Youth Protection Act bars sales of alcohol to youths and requires the seller to check the buyer's age and identity under the prescribed procedure. The law does not designate a passport photo as an accepted replacement for the document.

The age rule is based on the calendar year

Under the current Youth Protection Act, a “youth” is a person under 19, except that the person is no longer treated as a youth from January 1 of the calendar year in which they turn 19. This is why Korea's alcohol threshold can feel different from a birthday-based rule used elsewhere.

That definition does not create a right to be served without ID. An adult may still be asked for proof, and the employee can decline the transaction when the document cannot be checked with confidence.

A 2024 Ministry of Food and Drug Safety policy briefing announced broader ways for a seller to show that an identity check had been performed, including CCTV footage or statements, when the seller was deceived by a youth. The important planning point is modest: the person at the counter has a practical compliance reason to document a real check. The briefing should not be read as a promise that a particular foreign document or phone image must be accepted.

What short-term visitors should carry

For alcohol purchases and age-checked venues, bring the original, unexpired passport. There is also a separate legal point: Article 27 of Korea's Immigration Act requires a foreigner staying in Korea to carry a passport or one of the listed Korea-issued immigration credentials and present it when an authorized official requests it. The statute makes an exception for foreigners under 17.

That carrying rule is broader than alcohol sales, and it does not force a private merchant to accept a photo or an unfamiliar overseas card. It is another reason an adult short-term visitor should not leave the passport behind while planning to depend on a phone copy.

Keep the passport under your control. Present it for the check, retrieve it immediately, and do not leave it at a counter as security or collateral.

Options for registered foreign residents

A valid Korea-issued Residence Card is the practical physical alternative. The Immigration Act includes the physical foreigner registration card and Mobile Foreigner Residence Card among the documents covered by its carrying rule.

The government's Mobile ID service says official mobile credentials have the same legal effect as their physical versions and shows adult verification at convenience stores and bars as a use case. Its current issuance guide says anyone who holds a foreigner registration card can apply for the mobile version, either with an IC card or through an immigration-office QR issuance process.

Eligibility does not make a screenshot valid. Open the official app and follow the live QR or verification flow requested by the business. A screen capture, a scan in cloud storage, and a camera photo lack that live proof.

Why foreign licenses get inconsistent answers

An overseas driver's license or national ID may show a photo and birth date, yet Korean staff may not know its layout, expiry rules, or authenticity markers. One business may accept it while another asks for a passport.

Traveler discussions reflect this inconsistency: some adults report using a foreign license, while others were asked to return with a passport. These are planning anecdotes, not evidence of a legal entitlement. If the evening depends on passing an age check, use the document with the least interpretation required.

If your passport is back at the hotel

Ask once, politely, whether another original official ID is acceptable. If the answer is no, do not argue that a different shop accepted the same photo. Return with the original passport, a valid Residence Card, or an eligible official Mobile ID.

The useful Korean question is “여권 원본이 필요해요?”—“Do you need the original passport?” A yes means the transaction stops until you can present it.

A passport photo can help with replacement paperwork if the original is lost, but that is a different purpose. For alcohol purchases, plan around a valid original or a Korea-issued official mobile credential, not a static image.
