Why Jeju Tourism Revenue Can Feel Distant to Residents
Visitor spending is gross turnover, not household income. Ownership, local purchasing, wages, job stability and costs decide how much remains with Jeju residents.

Jeju can welcome many visitors while residents feel little richer because tourism sales are the start of a money trail, not a paycheck. Transport, platforms, supplies, rent, interest and ownership all take shares before the remainder becomes local wages or profit.
Busy does not mean more spending per person
The Jeju Tourism Organization’s 2025 survey found domestic visitors stayed 3.75 days on average, with 90.1% repeat visitors and ₩639,285 average spending per person. Yonhap’s comparison put that spending about 4.6% below 2024. This is a survey estimate—not every visitor’s bill or a measure of household income. JTO visitor survey, Yonhap comparison.

Follow the receipt
A hotel payment can support local staff and suppliers while also paying a booking platform, mainland inputs, debt or an off-island owner. A market purchase may reach a resident operator more directly, but rent, stock, utilities, card fees and labor still come out. Gross sales cannot reveal the typical household result without ownership, procurement, wage and profit data.
Small firms make averages uneven
Jeju’s 2023 business statistics counted 120,187 establishments; 89.5% had fewer than five workers, while accommodation and food service represented 24,538. A few large operators can lift an aggregate while thousands of small firms face thin margins and empty weeks. Size alone does not prove where ownership or purchasing sits. Jeju business structure.
Jobs connect turnover to households
The official June 2026 release showed island-wide employment up 5,000 year on year. Reporting from the same release showed the combined wholesale, retail, lodging and food group down 4,000, wage employment down 3,000 and permanent jobs down 4,000. One month is not a trend verdict, and the group also serves residents. Government employment release, Sector breakdown.
Two labor-ministry datasets add context but should not be merged: the March 2026 national industry average for lodging/food was about ₩2.34 million a month, while a 2024 regional survey put Jeju’s all-industry average below the national level. Neither proves tourism caused the regional wage gap. National industry wage survey, Regional wage survey.
The ₩1.449 trillion number is economy-wide
OECD tourism report. Jeju Provincial Council cited a 2023 net primary-income outflow of ₩1.449 trillion. That measure covers cross-regional wages, interest, rent and profits across the economy; it is not “tourism leakage.” The council also said causes needed more analysis, and the balance had been positive in 2021 and 2022. What makes gains more local
Useful measures are local procurement, resident-owned revenue, permanent jobs, wage growth, value added and taxes that fund resident services—not arrivals alone. Travelers can shorten some chains by buying Jeju-made goods or booking local operators when terms fit, but they cannot repair an industrial structure.
Jeju tourism matters. Its success can feel distant because visitor counts and card sales measure money entering the chain, while residents experience what remains at the end. Jeju transport guide.
