Is a Korean Officetel an Office or a Home?
An officetel may be lived in while remaining a business-facility building type. Verify the exact register, address filing, bills, fees, financing and guarantee before paying.

An officetel can function as a home in daily life without becoming an apartment in every legal, tax or finance system. Building law places officetels within general business facilities, while housing policy describes them as quasi-housing that may be used for residence. The exact unit, actual use and rule being applied all matter.
The register comes before the listing
Ask for the building register (건축물대장) for the exact unit and check registered use and exclusive area. Do not accept “officetel” or “address registration possible” in an advertisement as proof. A living accommodation facility is a different classification. MOLIT reported 315 suspected misleading ads in a June 2026 monitoring sweep; 162 involved unconverted living accommodation marketed as an officetel, home or address-registration eligible.
Before a holding deposit, require written answers: registered use and exclusive area; whether your exact residential address filing is accepted; landlord consent to residential use; and a refund clause if an agreed address, finance or guarantee check fails by deadline. Community advice can suggest contract wording, but it cannot confirm legal eligibility.
Foreign residents: confirm the exact address filing
A registered foreign resident generally must report a change of place of stay within 15 days with the residence card and proof such as a lease. Lease-protection effects depend on possession, actual residential use, address reporting and the facts. Verify the full address and documents with the filing authority or immigration office before signing; a broker’s verbal “yes” is not the decision.
Management fee: ask for bills, not a slogan
Officetel charges are not automatically one “commercial rate.” Utility contracts, staffing, lifts, security, parking, common space, allocation and consumption shape the bill. For advertised fixed management fees of at least KRW100,000, disclosure rules require categories, but a listing is only a start. Ask for 12 months of actual bills, including peak summer/winter, and identify electricity, water, gas/heating, internet, parking and move charges.
Brokerage fee uses an officetel table
For a Seoul officetel of 85㎡ or less with a private kitchen, flush toilet and bathing facilities, the official ceiling is 0.5% for sale/exchange and 0.4% for lease; other officetels have a 0.9% ceiling. These are maximums, not fixed prices, and VAT may be separate. Ask for the transaction value, category, negotiated rate, VAT and final won total. Monthly-rent calculations use the statutory converted value.

Loans and guarantees are product-specific
Some residential officetels may qualify for a loan or deposit guarantee, but the label never guarantees approval. Providers apply their own rules to the exact address, register, valuation, deposit, owner and lease-protection steps. Get a pre-check from the actual bank and guarantor, and add a clear approval deadline plus deposit-refund special term if approval is essential. Tax and home-count treatment can follow different rules again.
When the hybrid works
An officetel can work well for a station-area compact layout, built-ins, security and mixed living/desk use. Compare the exclusive—not supply—area, 12-month bills, parking and building rules. Proceed only when register, residential use, address filing and any required finance/guarantee are confirmed for this unit in writing; pause while any of them remains vague.
